1. About Us
Veteran Memorial Project (“VMP,” “we,” “us,” or “our”) is a Colorado nonprofit corporation and a tax-exempt organization under Section 501(c)(3) of the Internal Revenue Code, based in Severance, Colorado.

2. Our Commitments to Donors
VMP adopts the following commitments. Every donor to VMP has the right:
- To be informed of our mission, how we intend to use donated resources, and our capacity to use donations effectively for their intended purposes.
- To be informed of the identity of those serving on our governing board, and to expect the board to exercise prudent judgment in its stewardship responsibilities.
- To have access to our most recent financial statements and IRS Form 990.
- To be assured their gifts will be used for the purposes for which they were given.
- To receive appropriate acknowledgement and recognition ā or to decline it.
- To be assured that information about their donation is handled with respect and confidentiality to the extent provided by law and by our Privacy Policy.
- To expect that all relationships with individuals representing VMP will be professional in nature.
- To be informed whether those seeking donations are volunteers, employees, or hired solicitors.
- To have the opportunity to have their names deleted from any mailing list VMP shares with another organization.
- To feel free to ask questions when making a donation and to receive prompt, truthful, and forthright answers.
3. Donor Privacy
Our full data practices are set out in our Privacy Policy. The donor-specific points are these.
3.1 What We Never Do
- We never sell your personal information for money.
- We never share donor information with commercial marketers, data brokers, or advertising networks.
- We never store your full payment card number. Donations are processed by Stripe and PayPal; card data goes directly to them.
- We never make a memorial record contingent on a donation. Not now, not ever.
- We never share information about people who have only submitted a memorial record and never donated.
3.2 List Sharing ā Full Disclosure
From time to time, VMP may make its donor and supporter mailing lists available for one-time use by selected nonprofit organizations, generally in exchange for access to their lists. This is common practice among veterans and memorial charities and helps us reach people likely to support our mission.

To opt out: email info@veteranmp.org with the subject line “DO NOT SHARE MY INFORMATION.” We will honor it as soon as reasonably possible and keep it permanent.
You may also opt out by sending a Global Privacy Control (GPC) signal from your browser, which we honor as an opt-out of this sharing.
3.3 Donor Recognition
We may publicly recognize donors in our annual report, on donor walls, on the Site, or at ceremonies. You may request anonymity at any time by emailing info@veteranmp.org, and we will honor it going forward.
4. Gift Acceptance
4.1 What We Accept
- Cash, check, credit and debit card, and ACH transfers
- Recurring monthly gifts
- Gifts made in honor or memory of an individual
- Donor-advised fund grants and qualified charitable distributions from IRAs
- Corporate matching gifts and workplace giving
- Publicly traded securities
- Bequests and other planned gifts
4.2 What We Review Before Accepting
We reserve the right to decline any gift. We will decline or seek board review of gifts that:
- Carry restrictions inconsistent with our mission
- Come with conditions we cannot administer or afford to administer
- Would require us to publish content that violates our Terms of Service or Copyright Policy ā including any gift conditioned on publishing an unverified or fabricated service record
- Would jeopardize our tax-exempt status
- Come from a source that would compromise our reputation or our standing with the veteran community
- Are non-cash gifts we cannot value, store, or convert
No donation, in any amount, purchases editorial control over any memorial record. Records are published, corrected, and maintained on the evidence, and nothing else.
4.3 Restricted Gifts
We will honor donor restrictions on the use of a gift where we accept the gift on those terms. If a restricted purpose becomes impossible, impractical, or no longer consistent with our mission, we will contact the donor where feasible, or apply the funds to the closest available purpose consistent with the donor’s intent.
5. Refunds
Donations are final and non-refundable, except as follows.
We will review any refund request made in good faith within 30 days of the donation, and we will grant it where:
- The donation was made in error, including duplicate or incorrect-amount transactions
- The donation was unauthorized, including fraudulent card use
- A recurring donation continued after a cancellation request
- We are unable to fulfill a restriction the donor placed on the gift
To request a refund: email info@veteranmp.org with “REFUND REQUEST” in the subject line, the date and amount of the donation, and the reason. We aim to respond within 10 business days. Approved refunds are returned by the original payment method through Stripe or PayPal, typically within 5 to 10 business days.
If a refund is issued after a tax receipt was provided, we will issue a corrected acknowledgment.
Cancelling a recurring donation: email info@veteranmp.org at any time. Cancellation stops future charges. Charges already processed are subject to the refund practice above.
6. Tax Receipts and Acknowledgment
Contributions to VMP are tax-deductible to the extent permitted by law.
- Donations of $250 or more receive a written acknowledgment meeting IRS substantiation requirements, including a statement of whether any goods or services were provided in exchange.
- Donations under $250 receive an email confirmation; retain it along with your bank or card record.
- Where a donation includes something of value in return, the acknowledgment will state the deductible portion.
- Annual giving summaries are available on request at info@veteranmp.org.
We are not tax advisors. Consult your own advisor about the deductibility of any gift.
7. Financial Transparency
The following are available to anyone who asks, at no charge, by emailing info@veteranmp.org:
- Our most recent IRS Form 990
- Our most recent annual financial statements
- Our IRS determination letter recognizing 501(c)(3) status
- Our articles of incorporation and bylaws
- The names of our board of directors
Form 990 filings are also publicly available through the IRS at irs.gov/charities-non-profits/tax-exempt-organization-search and through Candid/GuideStar at guidestar.org.
8. Charitable Solicitation Registration and Disclosures
Our organization’s name, mailing address, and telephone number are published on the Contact page of veteranmemorialproject.org as part of this disclosure.
Other states: Where we solicit in states requiring registration and specific disclosure language, those statements appear on the Contact or Donate page of our website.
9. Fundraising Practices
All fundraising for VMP is conducted by our own staff, board members, and volunteers. We do not currently use paid professional solicitors. If that changes, we will disclose it here and identify the solicitor as required by law.
Solicitations are truthful. We do not exaggerate our impact, misstate how funds are used, or use high-pressure tactics.
Opting out of fundraising communications never affects anything else. Your memorial records stay published, your corrections still get made, your removal requests are still honored.
We do not solicit at funerals, memorial services, or interments.
10. Volunteers
Volunteers who research, verify, or maintain memorial records may have access to limited contact information for contributors and families. All volunteers agree in writing to:
- Keep contributor information confidential and use it only for assigned VMP work
- Never use VMP data for personal, genealogical-commercial, or political purposes
- Never contact a family outside the scope of their assignment
- Report suspected errors, fabrications, or misuse to VMP
Background checks may be required for roles involving access to personal information or contact with families.
11. Conflicts of Interest
Board members, officers, employees, and key volunteers must disclose any actual or potential conflict of interest and recuse themselves from related decisions. VMP maintains a written conflict of interest policy, available on request at info@veteranmp.org.
12. Records Retention
- Memorial Content: retained indefinitely
- Donor and financial records: retained a minimum of 7 years
- Governing documents, board minutes, and tax determination records: retained permanently
- Contributor contact information: retained for as long as the associated memorial record is maintained, so we can reach you about it
13. Complaints and Concerns
If you have a concern about how VMP handled a donation, a memorial record, your personal information, or an interaction with anyone representing us, email info@veteranmp.org with “COMPLAINT” in the subject line.
We aim to acknowledge within 5 business days and resolve within 30 days. If you are not satisfied with our response, you may contact:
